Ministry of Public Health minister Zhu Chen say while having an informal discussion in Kunming and representative of social organizations to participate in AIDS preventing and controlling 21, make to promote the social organization to participate in the guidance policy of AIDS preventing and controlling, encourage, support and standardize the social organization and participate in AIDS preventing and controlling.
In recent years, supported by the government departments at all levels, international collaborative project, the social organization especially community grass root tissue which participates in AIDS preventing and controlling runs up. The representative participating in the conference reflects, the community grass root is easy to contact special social groups thoroughly to organize, working way flexible, efficiency relatively high, intervene, follow up a case by regular visits to, show loving care for the intersection of person who succour and respect, assist the government to develop the activity of each item actively in health education, high-risk group. However, these organizations are generally short of fund, staff members do not have steady salary income, some organizations have been already hard to carry on. Community's grass root organization develops unevenly, whole ability remains to improve; Some area health authorities are unwilling to communicate with the social organization voluntarily, unwilling to offer technology, fund and policy support; Some prevention from suffering from the diseases controlling organizations are afraid the social organization will fight for limited resources, can't be instead of sharing epidemic situation and working information voluntarily, unwilling to offer the funds or technical support.
Chen Zhu points out, the social organization has already become an indispensable strength in AIDS preventing and controlling of our country gradually. Hope the health authorities, diseases at all levels accuse of strengthening and linking up cooperation between organization and social organization, establish helping each other, complementary, mutually beneficial cooperation relation in AIDS preventing and controlling. Should be through training, buying service and technical support,etc., strengthen the supporting to the social organization, help to improve the level of its ability; Hope the social organization can further strengthen construction of one's own ability, is clear that makes a reservation and organizes the goal by oneself, give play to one's own advantage, accuse of organization's cooperating with government department and disease actively.
